Short Row Shoulders:
I haven't found a tutorial that I like for this. Here are the steps I use.

1) stop 1-2 rows from where your pattern tells you to start binding off for the shoulder, ending at the neckline edge.

2) work half the stitches* in pattern, and then work a short row in the next stitch.

3) work in pattern back to the neckline edge.

4) work a full row in pattern, ending at the armhole edge. Resolve your short row stitch appropriately for the short row method you've used. (I use German short rows as I find them easiest)

German Short Rows (my favourite)

5) BO all stitches!

*if your pattern has a 3 step BO, then work 2/3 stitches + step 3; repeat with 1/3 stitches +step 3. Then continue.
